Judge B.R. Thorley this afternoon reserved judgment on the appeal of Mr R.W. Waterhouse.

Mr Steve Rushton SC, for the NSW TRB, and Mr Paul Brereton SC, for Waterhouse, each made submissions in a hearing lasting four hours.
